The Future Jobs Fund was announced in the 2009 Budget. As the Future Jobs Fund is a challenge fund, not all organisations that submitted bids were successful. The Fund aimed to create 170,000 additional jobs, primarily aimed at 18-24 year olds who have been out of work for nearly a year to deliver real benefits to communities.
The Future Jobs Fund is a part of the Young Person's Guarantee. From early 2010, everyone in between the ages of 18 and 24 who has been looking for work for a year will get an offer of a job, work experience, or training lasting at least 6 months.
Each of the 76 Trusts (72 + 4 under parachute payments) were invited to submit job vacancies to The Football League Trust, which are checked for eligibility before being passed on to the Job Centre Plus. The jobs must demonstrate 'community benefit' to comply with the bid, and must be for a minimum of 25 hours per week, and six months duration. Most Trusts have been able to offer full time opportunities which has delighted the DWP and JCP.
Tranmere Rovers were the first scheme to fill vacancies, and had 2 new employees in post before the end of 2009.By the end of April 2010, 200 new jobs had been created with a 97% retention rate, and due to these successes the Trust was invited to extend the programme up to March 2011, creating a total of 400 new jobs.
Against this background, The Football League Trust submitted a bid to the DWP to create 200 new jobs across the 76 Community Trusts. This bid was accepted in October 2009, and the challenge for the Trust was to then get the jobs created and filled by April 2010.The roles included Community Sports Coaches, Administration Assistants, Media and Marketing Assistants, Groundstaff and Nutritionists.
