Port Vale have confirmed they have failed in an effort to bring in a further two loan players before their meeting with Aldershot on Saturday.
The Valiants could not complete the necessary paperwork in time before Thursday's emergency window closed.
Despite a meeting with the Football League Appeals Committee on Friday morning, they were unable to push the deals through.
Vale did complete the signing of Liam Chilvers from AFC Telford but had also been widely tipped to capture Notts County striker Lee Hughes as well as another unnamed player.
An official club statement read: "Following a meeting of the Football League Appeals Committee this morning, Port Vale's attempt to bring in an additional two loan players has been rejected."
